The asbestos removal is a regulated activity. All the stakeholders, the operator of asbestos (trained by a certified organisation) to the contracting authority, must manage risk responsibly and knowingly. A withdrawal plan (containing: the nature of the work, the list of trained staff and its certificates of training, exposure to asbestos and medical records of fitness, emergency instructions, a floor plan of the building, methodology, measures of prevention and monitoring of waste slip) must be made at least five weeks before the operation and distributed to various health organisations and approved landfill.
Waste management is highly regulated and results in a treatment cost:
- The Personal Protective Equipment are disposable, they are treated as asbestos waste by stakeholders.
- Evacuation landfilled is expensive and must be a traceable at all cost.
Definition of "non-friable asbestos":
Means materials and / or products containing asbestos, or linked closely related, are not likely to release fibers even under the effect of shock, vibration or air movement. Can be considered non-friable (Circular DGS/VS3/DGUHC/QC1/DPPR/BGTD No. 98/589 of 25th September 1998):
